I talk to taxpayers all the time who are just desperate enough to flee the country to avoid IRS levies and harassment. To them, I've always said "You can run, but you can't hide." If you owe a serious liability to the IRS, there are actually international IRS offices operating solely to nab people with huge tax bills. Of course, this isn't necessarily true of someone who doesn't owe at least hundreds of thousands of dollars. The IRS doesn't have the resources to chase after everyone
who owes them all over the globe.
The IRS may not need to anymore though. If the highway bill
goes through, the IRS will be able to keep anyone who owes more than $50,000 from travelling outside of our country's borders. The IRS would basically have their own "no-fly" list. When presenting your passport, officials would know not to let you travel and your passport would be confiscated.
